She was a 1970 graduate of Huntingdon High School. Lu attended Shippensburg State University and then transferred to Dakota Wesleyan University where she received her Bachelor’s degree in Sociology, Physiology and English in 1974. She received her Master’s degree from the University of North Dakota in Public Administration in 1987 and worked as a Professor’s Assistant while she was there.
Lu worked in the State College planning Department for the State College Borough as an administrator of the Community Development Block Grant Program (CDBG), since November 13, 1989. Her skill at grant administration was key to the development of housing programs and non-profit social service agencies in the State College area over the years. She was dedicated to helping the State College community grow and improved the lives of many during her years of employment at the Borough.
She was protestant by faith.
